Since you need Arceus ex on the board for your deck to function, you should aggressively search for it with Poké Ball, Professor’s Research, and Pokémon Communication. While Arceus ex is great at bringing the heat later on, Carnivine might be a great starter since it can deal 50 damage on 1 Energy.

Be smart about denying Knock Out points to your opponent by retreating your Active Pokémon for free with Dawn or healing outside of range with Shaymin. Once Arceus ex is fully powered up, place him in the Active spot and go on the offensive.
